Pre-Meet Preparations:

1. Review all Applicable Meet Rules and Regulations:

(A) BSF Rules and Regulations

(B) Meet Information Package

2. Check List:

(A) FACILITIES:

1. Length of course and number of lanes

2. Stability of starting blocks

3. Lane ropes; false start rope; backstroke, butterfly and freestyle (15 metre) mark on lane ropes/sides of pool; backstroke flags available and in good condition

4. Warm-up lanes/pool available in addition to competition pool

5. Water conditions - proper temperature; proper level; etc.

6. Lights - In-pool; outdoor

7. Ladders to be taken out; diving boards/platforms removed

8. Any restrictions or unusual conditions affecting use of facility

9. Pool access or deck control problems

10. Layout of meet functions schematic

11. Provisions to control movement of media personnel and equipment

12. Provisions for weather problems at outdoor pool

13. Reporting area for officials

(B) OFFICIALS:

1. Number of Referees, Starters, etc., needed - Supplied by BSF

2. Number of Stroke/Turn Judges needed - Supplied by BSF

3. Will Club supply Marshalls; Chief Timer; Lane Timers; Announcer; Computer Operator; Timing Equipment Operator (Colorado; Omega; Daktronics); and other administrative personnel

(C) EQUIPMENT AND SUPPLIES:

1. Timing and Electronic Equipment:

(a) Type of primary; secondary/back-up system; extra timing system paper

(b) If long course, pads at both ends for splits

(c) Computer system for meet results; pin-feed paper; labels

(d) Experienced personnel available to operate and maintain equipment

(e) Adequate power supply for computer and timing systems; battery back-up; sufficient stop-watches for 3 timers per lane in event of power failure

(f) Scoreboard; notice board

(g) Public address system

2. Supplies:

(a) Lap counting cards for distance events

(b) Bell or whistle for distance events

(c) Disqualification slips

(d) Forms: Protests; time-only swims; official splits; scratches; officials sign-in

3. Miscellaneous Equipment:

(a) 2 Pace clocks [optional]

(b) Photocopy machine to run off heat sheets for finals

(c) Public address system adequate and checked

(d) Headsets or walkie-talkies for communications [optional]

(e) Victory stand [optional]

(f) National anthem(s)

3. Preparation of Timeline:

(A) Get copy of meet programme or psyche sheet from Computer personnel

(B) Check for errors in entries (qualifying times; ages; etc). Advise Computer personnel if any found and arrange for correction

(C) Have Computer personnel prepare estimate of starting times for each event in each session, allowing 45-55 seconds between heats

Day of Meet Preparations:

4. Check with Meet Director:

(A) Are there any emergencies which have come up?

(B) Discuss the timeline - arrange for drinks or lunches to be served during long events, never 25's or 50's

(C) Are warm-up lane assignments posted? Are heat sheets posted? Are Marshalls in place?

(D) Are all tables, chairs and equipment set up where they are needed?

(E) Have any Officials or other personnel cancelled? Are replacements needed?

5. Check the Facility:

(A) Starting blocks stable; correct height; tops not slippery

(B) Are the lane numbers marked correctly and visible?

(C) Water conditions - proper level; proper temperature

(D) Lane ropes in good condition and tight

(E) Flags, ropes, etc., in good condition; correct location and height

(F) Are there any safety hazards? Arrange for correction

6. Meet and Instruct Key Meet Personnel:

(A) Marshalls and/or Clerk of Course (give copy of timeline)

(B) Administrative and other personnel

(C) Announcer (ensure they have copy of BSF Announcing Scripts)

(D) Deck Personnel: Chief Timer; Judges; Timing Equipment and Computer Operators; Starter; etc.

1. Make sure each checks out own equipment before Meet

2. Decide on exact procedures to be followed

7. Coaches/Managers Meeting:

(A) Advise them on timeline

(B) Cover starting and disqualification procedures

(C) Advise where one-length events (25m) will start from

(D) Cover any facilities restrictions

(E) Cover any variances from normal meet procedures - there should be no surprises!

8. Officials Meeting:

(A) Provide general instructions. Advise them on their duties

(B) Debrief officials following conclusion of meet

During the Meet:

9. Observe:

(A) The competition area: Is everything ready for the meet?

(B) The Officials: Are they receiving drinks on a timely basis? Do they need replacements?

(C) The pool, and everything going on in it

(D) The pace of the Meet: Running too slow? Running faster than expected?

(E) The deck area: Is it too crowded? Are swimmers having trouble getting to the blocks?

(F) The stands: Are there flash cameras, noises or other matters that might distract the swimmers and interfere with the competition?

After the Meet:

10. Referee's Debriefing Session after the Meet or Session

11. "Thank You" to all volunteer officials and workers who helped

12. Complete Referee's Meet Report in Timely Manner - and learn from your mistakes!
